# Link Vehicle Identities for Digital Government Services

> Christoph Kroschke GmbH, together with CHAINSTEP, HAW Hamburg, Osborne Clarke, and the Blockchain Research Lab, developed the STEREO demonstrator for linking digital vehicle identities. The project created secure mechanisms allowing vehicle owners to verify their digital identity and ownership rights in a decentralized manner. As primary administrative use cases, the partners focused on digital vehicle registration and deregistration processes for municipal mobility services.

## Description

Christoph Kroschke GmbH tested in the STEREO consortium project with partners from science and industry how vehicle and owner identities can be securely linked digitally. Until now, vehicle registrations and owner changes often required time-consuming visits to authorities and physical paper documents. By using blockchain technology, permissions and vehicle data can be stored tamper-proof and automatically verified by municipalities and companies.

Within the framework of the Showcase programme for secure digital identities funded by the Federal Ministry for Economic Affairs, the STEREO consortium led by Christoph Kroschke GmbH developed practical application scenarios for authorities and mobility service providers. Between June and November 2020, CHAINSTEP, HAW Hamburg, Osborne Clarke, and the Blockchain Research Lab worked on the design and technical testing of the demonstrator. The focus was on the trustworthy linking of vehicle identities with the identity data of the respective vehicle owners and authorised users. This enabled typical administrative procedures such as vehicle registration and deregistration to be simulated without media discontinuity and without presenting physical registration certificates. The project successfully demonstrated how cryptographically secured proof of permissions can significantly reduce bureaucratic effort for citizens, fleet operators, and registration authorities.

## Benefits

- More efficient fleet management through automated registration processes
- Reduced downtime of new vehicles and lease returns
- Elimination of personal visits to municipal registration offices
- Fast and location-independent availability of authority services
- Fully digitised and media-break-free administrative processes
- High tamper resistance through decentralised proof management
- Significant reduction of processing times for vehicle registrations and deregistrations
- Relief from manual paper checks and data entry
- Minimisation of processing errors through standardised data formats

## Challenges

- Effort for systemic integration of internal fleet management systems
- Need for user-friendly digital identity wallets for citizens
- Lack of comprehensive legal and technical frameworks for decentralized identities
- Necessary integration into heterogeneous legacy systems of public administration
- Training requirements during the transition from analogue to purely digital verification processes

## Technology foundation

The solution is based on distributed ledger technology and decentralised identity concepts to provide cryptographically verifiable proofs for vehicles and owners without reliance on central registers.
