# Tamper-Proof Issuance of Certificates and Diplomas

## Description

Blockchain-based certificate issuance enables universities and educational institutions to issue diplomas and certificates as digital, immutable documents that can be verified anytime and worldwide. Instead of a paper certificate, graduates receive a digitally secured proof whose authenticity can be verified by any employer or authority within seconds without needing to contact the university. Organisations such as the IHK Munich, TH Lübeck, and a consortium in NRW have already successfully implemented this approach in practical operation.

Blockchain-based certificate issuance addresses a widespread problem in education: the time-consuming and error-prone manual verification of degrees and certificates. Relevant certificate data – such as name, degree, and issue date – are cryptographically secured and stored in a blockchain, making subsequent manipulation technically impossible. The IHK for Munich and Upper Bavaria, as part of the Cert4Trust initiative together with the Bavarian Digital Ministry, created and stored over 15,000 electronic certificate images in the blockchain by August 2020, including certificates from the winter and summer exams 2019/2020. TH Lübeck, within a project funded by the Federal Ministry of Education and Research in cooperation with the Blockchain Alliance DigiCerts and the Fraunhofer Academy, issued around 800 forgery-proof certificates by April 2020 and published their solution as open-source software. In North Rhine-Westphalia, a consortium of municipal and public data centres developed a protected, private blockchain solution for digital university certificates and completed a corresponding test phase with two universities. The potential in Bavaria alone is estimated at over 375,000 certificates per year, and internationally organisations such as the Velocity Network Foundation are working with partners like SAP and Oracle on unified standards for blockchain-based educational credentials.

## Technology foundation

The solution is based on Distributed Ledger Technology (DLT), where certificate data is stored as immutable entries in a blockchain. Access-protected, private blockchain networks with multiple nodes – as used in the NRW consortium – ensure that only authorised institutions can issue certificates, while anyone can verify authenticity within seconds. This architecture is particularly suitable because it combines immutability, decentralised trust anchors and the possibility to involve multiple independent institutions.
