## Description

The Dubai Electricity and Water Authority (DEWA) piloted the digital recording and verification of utility contracts within the Smart Dubai Blockchain Platform. The aim of this initiative was to seamlessly coordinate routine processes such as resident registrations, consumption billing, and official certifications between different authorities. The shared infrastructure eliminates the need to manually exchange physical documents between public utilities and municipal offices.

As part of Dubai's overarching blockchain strategy, DEWA joined as one of the primary pilot partners of the platform operated by Smart Dubai and IBM. The technical infrastructure is based on enterprise-grade distributed ledger technology, through which utility contracts and related status changes are recorded tamper-proof. Utility services for electricity and water were linked with official identity and registration data to provide invoices and permits automatically. Networking eliminates lengthy multiple data entries during housing changes or new registrations of residents and businesses. The pilot successfully demonstrated the interaction of several public institutions on a shared data basis, even though further development took place in the context of ongoing platform upgrades.
