Blockchain-based Verification of Qualifications and Identities in Recruiting
Sector: Tertiary sector · Industry: Recruitment and HR services · Organisation: Etch, R_Block, TiiQu, Vault, Gigachain, Path, ITsVil · Maturity level: Concept
This use case aims to improve and accelerate traditional hiring processes through blockchain technology. The technology is intended to enable secure digital identities and verified qualifications to reduce fraud and make the application process more transparent. However, due to the lack of verified data on concrete implementations and results, practical evidence of effectiveness remains unproven.

Description
Blockchain-based HR processes solve the fundamental verification problem in recruiting: 58% of all application documents contain false information (CareerBuilder).
Blockchain HR processes: Employers issue work references as Verifiable Credentials; educational institutions issue graduation certificates; all are stored in the candidate's digital wallet. When applying, the candidate shares their credentials directly; HR verifies via API in seconds; no background check service provider needed. Particularly relevant for: (1) international applicants — cross-border certificate verification is usually very complex. (2) security-critical positions — forgeries have direct consequences. (3) regulated professions (doctors, lawyers, architects) — licence checks possible immediately. EBSI (EU Blockchain Services Infrastructure) Europass Digital Credentials: standardised EU approach for blockchain educational credentials.
Perspectives
B2B — organisations perspective
HR departments can reduce background checks from weeks to seconds with blockchain-secured candidate credentials, instantly detect forgeries, and drastically shorten time-to-hire.
B2C — consumers perspective
For end consumers, this use case has limited direct relevance, except when job seekers benefit from improved application processes.
Employees perspective
HR staff could free themselves from time-consuming verification tasks and spend more time on strategic personnel decisions. Applicants would benefit from more transparent and potentially faster application processes.
Benefits
General
- Theoretical reduction of fraud through immutable storage of qualification evidence on the blockchain.
- Possible acceleration of hiring processes through automated verification of application documents.
- Potential cost savings by eliminating manual verification processes at educational institutions and previous employers.
B2B — organisations
- Companies could reduce their recruiting costs through automated verification processes while minimising the risk of bad hires.
Employees
- HR staff could focus on more value-adding activities instead of spending time on manual qualification checks.
Challenges
General
- Implementation requires broad acceptance and standardisation among educational institutions, employers, and certification bodies, which is currently lacking.
- Data protection and compliance requirements must be met, while the legal framework for blockchain-based qualification credentials remains unclear.
B2B — organisations
- Companies must make significant investments in new technology infrastructures without benefits proven by verified success stories.
Employees
- Employees must learn new systems and adapt to changed workflows, while the benefits are not yet proven.
Technology foundation
Blockchain technology would act as a decentralized database in which qualifications, certificates, and professional experiences can be stored immutably. Smart contracts could automatically verify the authenticity of educational degrees and work references without the need for manual verification processes.
