# RegChain

> RegChain is a blockchain concept developed as a proof-of-concept by Irish Funds. The system aims to improve transaction traceability and reporting transparency. Due to lack of verified information about concrete implementations in the non-profit sector or with Irish authorities, the current status and scope remain unclear.

## Description

Irish Funds is the industry association for the Irish investment funds sector. Ireland is the second largest fund centre in Europe (after Luxembourg) with over EUR 1.4 trillion in assets under management. RegChain was a proof-of-concept that explored blockchain-based regulatory compliance for fund management and allocation.

Regulatory compliance for investment funds is extremely documentation-intensive: KYC/AML checks for every investor, regular compliance reports to regulators (Central Bank of Ireland, ESMA), seamless documentation of all fund operations. RegChain examined how blockchain can simplify these processes: compliance documents are secured on the blockchain; once verified, investor KYC data can be shared internally within the network without rechecking; regulators receive automatic read access to all relevant documents. Financial IT reported on the completion of the PoC. The concept is directly transferable to grants: EU structural funds, development banks (KfW, EIB) and government grant programmes can document fund allocation, interim reports and final proofs secured on the blockchain — fraud and misuse are structurally made more difficult.

## Benefits

- Reduced costs for compliance and reporting through automation of documentation processes.
- Increased transparency in the use of donated funds could strengthen donor trust.
- Automated compliance reporting could reduce administrative costs.
- Immutable transaction records could prevent misuse and simplify audit processes.
- Less manual documentation work through automated blockchain-based records.

## Challenges

- High initial investments in technology and training could be prohibitive for smaller non-profit organisations.
- The technical complexity of integrating blockchain into existing non-profit systems requires significant IT investment.
- Lack of standards and legal uncertainties around blockchain-based compliance could complicate implementation.
- Staff require extensive training in handling new blockchain-based systems.
