Description
The Government of the Republic of Estonia, in cooperation with the Estonian Information System Authority (RIA) and technology provider Guardtime, uses a keyless signature infrastructure to ensure the seamless integrity of public data sets. Instead of storing sensitive documents in a shared repository, only cryptographic checksums are calculated and time-stamped. This allows authorities, companies and individuals to independently verify at any time whether a data set has remained unchanged since its creation. This creates a transparent foundation of trust for modern administrations without the risk of data leaks.
Estonia digitised its administration early and faced the challenge of protecting register data against unauthorised manipulation and cyberattacks. Together with Guardtime and the Estonian Information System Authority (RIA), the government implemented the Keyless Signature Infrastructure (KSI Blockchain). This approach periodically generates hash trees whose roots are immutably recorded, making every state of judicial, health or corporate registers auditable. The system operates without cryptocurrencies and guarantees mathematical proof without revealing actual data content. This ensures that even system administrators cannot retroactively alter data unnoticed. Additionally, the solution serves as a reliable anchor for the Estonian E-Residency programme, through which foreign founders receive verified digital documents and corporate rights.

Technology foundation
