## Description

State blockchain-based citizen identity enables digital administrative services without paper-based identity proof. Estonia is the leading practical example worldwide.

Estonia as a role model: 99% of all government services are digitally accessible; tax declaration takes 5 minutes; elections via the internet; doctor appointments, prescriptions and medical records are digital. KSI Blockchain (Guardtime) secures the integrity of all government data. EU Digital Identity Wallet (eIDAS 2.0): All EU member states must provide an EUDIW by 2026 — the technical basis are W3C DIDs and Verifiable Credentials, optionally with a blockchain backbone. Germany: pilot projects for the German EUDIW implementation are underway; BundID as a preliminary stage. Applications: account opening without branch visit, doctor appointment without health insurance card, rental contract without ID copy.
