The Virginia Department of Environmental Quality uses the SWaN platform, developed in cooperation with Water Ledger, for transparent management of offset certificates. As part of state construction projects or industrial settlements, companies are legally required to offset unavoidable interventions in water bodies or wetlands with ecological points. Distributed ledger technology ensures that each environmental credit is uniquely registered, sold only once, and irrevocably retired after official use.

The Stream, Wetland, and Nutrient Credit Exchange (SWaN) project went live in January 2026 after a government tender process in the US state of Virginia. Developed by Water Ledger, the platform links existing approval databases of the Department of Environmental Quality with a transparent ledger. The Hedera Consensus Service serves as the technical basis, on which key status changes and transactions are immutably recorded. Project sponsors, certificate banks, and environmental assessors thus receive synchronised access to verified market data.
