Link Vehicle Identities for Digital Government Services

Christoph Kroschke GmbH, together with CHAINSTEP, HAW Hamburg, Osborne Clarke, and the Blockchain Research Lab, developed the STEREO demonstrator for linking digital vehicle identities. The project created secure mechanisms allowing vehicle owners to verify their digital identity and ownership rights in a decentralized manner. As primary administrative use cases, the partners focused on digital vehicle registration and deregistration processes for municipal mobility services.

Christoph Kroschke GmbH tested in the STEREO consortium project with partners from science and industry how vehicle and owner identities can be securely linked digitally. Until now, vehicle registrations and owner changes often required time-consuming visits to authorities and physical paper documents. By using blockchain technology, permissions and vehicle data can be stored tamper-proof and automatically verified by municipalities and companies.

Within the framework of the Showcase programme for secure digital identities funded by the Federal Ministry for Economic Affairs, the STEREO consortium led by Christoph Kroschke GmbH developed practical application scenarios for authorities and mobility service providers. Between June and November 2020, CHAINSTEP, HAW Hamburg, Osborne Clarke, and the Blockchain Research Lab worked on the design and technical testing of the demonstrator. The focus was on the trustworthy linking of vehicle identities with the identity data of the respective vehicle owners and authorised users. This enabled typical administrative procedures such as vehicle registration and deregistration to be simulated without media discontinuity and without presenting physical registration certificates. The project successfully demonstrated how cryptographically secured proof of permissions can significantly reduce bureaucratic effort for citizens, fleet operators, and registration authorities.

For mobility service providers, car rental companies, and commercial fleet operators, the digital linking of vehicle identities significantly simplifies registration processes and the transfer of usage rights. Companies can greatly accelerate registration procedures during fleet changes and standardise administrative processes with registration authorities through automation.

Private vehicle owners benefit from the ability to register or re-register vehicles digitally around the clock without a physical visit to the authorities. The digital rights management creates transparency about the current registration status and protects personal owner data through cryptographic proof methods.

Clerks in municipal registration offices and fleet managers are relieved from repetitive manual verification steps involving paper documents. The standardised digital verification of owner data and vehicle permissions enables faster processing and reduces sources of error in everyday administration.

The solution is based on distributed ledger technology and decentralised identity concepts to provide cryptographically verifiable proofs for vehicles and owners without reliance on central registers.

STEREO demonstrator for digital vehicle identities

Traditional vehicle registration processes are heavily paper-based and require manual checks as well as in-person appointments at authorities. This results in long processing times and considerable administrative effort for commercial service providers and private individuals.

Christoph Kroschke GmbH led the consortium of the demonstrator project STEREO to test secure digital vehicle identities. Together with partners, blockchain-based processes for digital vehicle registration and deregistration were implemented.

In the STEREO project, Christoph Kroschke GmbH acted as consortium leader and contributed its expertise as a registration service provider to the development of digital identity solutions. Together with CHAINSTEP, HAW Hamburg, Osborne Clarke and the Blockchain Research Lab, application scenarios were realised that securely link holder identities with vehicle data. The project ran from June to November 2020 and demonstrated the feasibility of seamless municipal authority processes within the framework of the Federal Programme for Secure Digital Identities.

The legally compliant linking of real persons with vehicle data via decentralized identity systems required consideration of strict data protection and administrative requirements. Additionally, interfaces between legacy authority systems and modern blockchain structures had to be conceptually overcome.
