Property Chain - Blockchain-based Land Registry System
Sector: Tertiary sector · Industry: Housing associations · Organisation: National Informatics Centre (NIC), Indien · Maturity level: Production
Property Chain is a blockchain-based platform by India's National Informatics Centre (NIC) that serves as a unified land registry system for secure and transparent management of real estate transactions and documents. The system addresses problems such as fraud, corruption, and lack of transparency in traditional land record management by providing immutable and traceable documentation. As of October 2025, over 340 million property documents have been verified through the blockchain platform, demonstrating the practical relevance and success of the system.

Description
India's National Informatics Centre (NIC) developed PropertyChain as part of the National Blockchain Framework (NBF) — a government blockchain platform for secure documentation of property ownership. The Indian government published a press release about the NBF via the Press Information Bureau (PIB).
India has a massive problem with property fraud: forged land registry deeds, double ownership claims, corrupt local registry officials. Approximately 60% of all civil cases in India are property disputes. PropertyChain solves this: every ownership transfer is documented on the NIC blockchain; registry officials cannot retroactively alter entries; buyers and sellers can immediately verify the complete ownership chain. NIC has already stored 79 million government documents on blockchain platforms (reported by ZyCrypto). PropertyChain is accessible at propertychain.nic.in and actively in operation. The National Blockchain Framework is India's answer to how one of the most populous nations can use blockchain technology for government services. The PIB press release 2025 describes the status of the NBF.
Perspectives
B2B — organisations perspective
Property buyers and banks can have ownership chains state-verified within seconds via PropertyChain — no deed fraud possible, mortgage checks accelerated, transparent land registers for millions of Indian owners.
B2C — consumers perspective
Indian property owners receive for the first time an immutable, state-secured documentation of their ownership through PropertyChain — protection against forged ownership deeds and double sale attempts.
Employees perspective
Employees in land registry offices can work more efficiently by automating routine tasks and focus on more complex advisory duties. The digital system reduces errors and simplifies daily work through intuitive user interfaces and automated validation processes.
Benefits
General
- The system eliminates fraud and corruption in land registry administration through immutable and transparent records of all transactions.
- Property transactions are significantly accelerated as all relevant information is immediately available and trustworthy.
- The platform creates a single source of truth that reduces disputes and strengthens trust among all stakeholders.
B2B — organisations
- Companies can drastically shorten due diligence processes in real estate investments as all relevant data is transparently and verifiably available.
B2C — consumers
- Citizens receive immediate and transparent access to their property data without time-consuming visits to authorities.
Employees
- Administrative staff are relieved from repetitive documentation processes and can focus on value-adding advisory activities.
Challenges
General
- Integrating various existing government IT systems requires complex technical adjustments and extensive coordination between authorities.
- The acceptance of the new technology by government employees and citizens requires intensive training and change management processes.
B2B — organisations
- Companies must adapt their internal processes and IT systems to optimally utilise the new digital interfaces.
Employees
- Employees need comprehensive training in blockchain technology and new digital workflows to use the system effectively.
Technology foundation
Property Chain uses a permissioned blockchain technology specifically developed for government applications, ensuring high security and transparency standards. This technology is particularly suitable for land registry systems as it creates immutable records while allowing controlled access for authorised authorities.
Implementation examples
Property Chain implementation in Karnataka and Andhra Pradesh
The traditional paper-based land registry management was prone to fraud, corruption and inefficiencies, leading to delays and legal disputes. The NIC wanted to create a transparent, secure and efficient system that strengthens citizens' trust in government institutions.
The NIC has successfully implemented Property Chain in the states of Karnataka and Andhra Pradesh, where it was integrated with existing land registry systems.
The implementation of Property Chain in Karnataka and Andhra Pradesh represents one of the world's largest blockchain applications in the public sector. The system was seamlessly integrated with the existing applications Bhoomi, e-asthi and e-swathu, which already provided established digital land registry services in Karnataka. Through this integration, all property transactions and status changes can be automatically recorded on the blockchain. By October 2025, the project had processed over 340 million documents, demonstrating the scalability and reliability of the solution for large-scale government applications.
The system addresses issues such as lack of transparency, data falsification, and lengthy approval processes in land registry management. Through blockchain technology, fraud and corruption are eliminated, as all transactions are immutably recorded and transparently accessible to authorised parties.
