Description
The European Commission, in cooperation with the member states of the European Blockchain Partnership, has created a Europe-wide trust infrastructure to digitally verify educational qualifications. Institutions in the education sector traditionally face the challenge that foreign certificates and training certificates can only be validated with considerable verification effort. Through the shared network, education providers can digitally sign documents and store them verifiably on a distributed infrastructure. Citizens can manage their verified certificates themselves and easily present them to authorised bodies.
The European Blockchain Services Infrastructure provides a cross-border foundation for verifiable credentials in the European education area. The core of the solution is a network of permissioned nodes based on Ethereum technology, operated by European member states. Education providers such as universities and continuing education academies cryptographically sign graduation certificates and anchor their validity decentrally in the network. Employers and partner universities can verify the authenticity and validity of a presented diploma within seconds via standardised interfaces. The system protects against document forgery, eliminates time-consuming manual enquiries with issuers, and returns sovereignty over educational biographies to learners.

Implementation examples
Cross-border issuance and validation of digital university diplomas via EBSI
Cross-border verification of academic certificates and professional qualifications previously required paper-based certifications and lengthy bilateral checks between institutions. The aim was to create a trustworthy, cost-efficient and tamper-proof digital verification layer for the European Education Area.
The European Commission and Member States of the EBP implemented a production system for cross-border verification of academic educational credentials. Universities provide tamper-proof certificates via distributed blockchain nodes that are recognised EU-wide.

The system connects universities and educational institutions via a permissioned distributed ledger infrastructure to make educational documents verifiably decentralised. Graduates can store their diplomas in standardised digital wallets and present them to employers or other universities. Through cryptographic anchoring in the EBSI network, the authenticity of documents is confirmed in real time, minimising the risk of forgery and reducing administrative burdens.
The solution overcomes media discontinuities and the lack of common standards in mutual recognition of educational credentials. At the same time, it addresses the risk of forged certificates and protects citizens’ privacy through decentralised identity management.
